A Southern California woman has been arrested on charges of operating brothels at a skin care facility she owned in Ventura and Orange County.
The suspect was identified as Amanda Xia, 44, of Yorba Linda, according to the Ventura County Sheriff’s Office.
In early 2024, detectives began investigating reports that the Swan Spa, located in the 100 block of North Rancho Road in Thousand Oaks, was allegedly operating as a prostitution facility.
Officials said the evidence found confirmed that the suspect, Xia, was benefiting from illegal services provided by his employees to clients.
Xia also owned three other spas that investigators identified as brothels related to illegal sex.
“Detectives were able to identify multiple men suspected of purchasing sex in each of the four locations under investigation,” officials said.
Xia was arrested at his home in Orange County on charges of robbery, stabbing and money laundering.
On Nov.13, search warrants were served on the suspect’s home and all four spas:

Victoria Spa – 23000 block of El Toro Road, Lake Forest

Four Seasons Spa – 20000 block of Lake Forest Drive, Lake Forest
The planned operation involved multiple agencies including the Ventura County Sheriff’s Office, the Ventura County District Attorney’s Office and the Federal Bureau of Investigation (FBI).
Xia was taken into custody and is being held on a $100,000 bail.
“The Ventura County Sheriff’s Office would like to thank the public for their continued support and their diligence in providing information to assist our organization in solving crimes,” officials said.
